Operation Epic Fury (Feb. 28 to May 5, 2026) has highlighted familiar challenges in contingency contracting:
- Lost or incomplete contract records
- Inconsistent documentation of performance
These issues degrade readiness, weaken accountability, and complicate post-operation audits. Contingency contracting remains a complex function within deployed sustainment operations, exacerbated by:
- High operational tempo
- Austere environments
- Constant movement of personnel and equipment
These challenges create administrative and operational bottlenecks, legal exposure, and fiscal liability for contracting officers (KOs) and their supporting commands.
What Is Blockchain Technology?
Blockchain technology is a data record-keeping and coding technology that maintains a shared, immutable digital ledger, enabling the recording of transactions and tracking of assets. This is achieved through decentralized databases spread across multiple devices. Transactions are affirmed by every device on the network, creating a cryptographic block linked to other transactions in the sequence. Once recorded, transactions cannot be altered without consensus across the network, ensuring transparency, traceability, and trust.
Although blockchain is not explicitly mentioned by name in Department of War (DOW) authorities and guidance, its key components and functions are described in DoD Manual 4140.01, Vol. 7, DoD Supply Chain Materiel Management Procedures: Supporting Technologies. Core functions of shared enterprise services, including common shared data and automatic identification technology, are also discussed in depth.
Smart Contracts
Smart contracts are a form of blockchain technology that has become commonplace in supply chain operations. They are self-executing contracts with the terms of the agreement directly written into code. This eliminates the need for intermediaries, reduces human error, and ensures the execution of the contract according to the agreed-upon conditions.
